The first stage of the OSCAR project consultation process was to seek opinions (particularly from Managaing Authorities, but not exclusively so) on issues such as:

• The way in which Rural Development Programmes incorporate climate change policy objectives at present.

• What policy development manuals in current use prove particularly helpful and why.

• And what the ideal properties of such a system relating to climate change would be.
