2023-2024: Technical assistance for preliminary work on Livestock Operating Rules (FRA/C.4/ENV/2019/OP/0018)
The objective of this study is to assist the European Commission to prepare the development of Operating Rules for the revised Industrial Emissions Directive (2010/75/EU). This will involve (i) undertaking a literature review to identify potential techniques for preventing and reducing emissions from on animal rearing farms (including emissions of ammonia, carbon dioxide, dust, methane, nitrogen oxides, nitrous oxide and odour to air; and emissions of nitrate, phosphorus and substances with high Biochemical Oxygen Demand to surface and groundwater); (ii) identify those which are the best available techniques (BAT); (iii) a review of livestock regulation regimes in Member States; identification of options for the data collection that will support the development of the Operating Rules; and (iv) identify the monitoring practices and methodologies in use in the rearing sector for emissions to air and water. The project is being undertaken in collaboration with Logika Ltd and KPMG.
